1. Introduction

Thanjavur City Municipal Corporation is committed to protecting children and maintaining a safe and responsible digital environment.

The Thanjavur Corporation Grievance Management Mobile Application (“App”) is designed to enable citizens to report civic and municipal issues and track submitted grievances.

The App is not a social networking, dating, messaging, or child-directed application and does not provide functionality intended to facilitate communication between children and other users.

This Child Safety Policy explains our commitment to preventing child sexual abuse and exploitation (CSAE) and the use of the App for activities that may harm or endanger children.

2. Zero-Tolerance Policy

Thanjavur City Municipal Corporation has a zero-tolerance approach to child sexual abuse and exploitation.

The following activities are strictly prohibited through the App:

  • Child sexual abuse or exploitation
  • Child sexual abuse material (CSAM)
  • Sexualization of children
  • Grooming or attempting to establish inappropriate relationships with children
  • Sexual solicitation of children
  • Trafficking or exploitation of children
  • Encouraging or facilitating abuse of children
  • Uploading, sharing, storing, or distributing illegal child-related sexual content
  • Using the App to arrange or facilitate activities that could harm children

Any content or activity that violates applicable child-safety laws may be reported to the appropriate authorities where required.

3. User-Uploaded Content

The App allows users to submit information and, where applicable, photographs as part of a civic grievance.

Users must ensure that uploaded photographs and other content:

  • Are relevant to the submitted grievance.
  • Do not contain illegal or abusive material.
  • Do not contain child sexual abuse material.
  • Do not exploit or sexualize children.
  • Do not expose children to unnecessary risk.
  • Do not contain inappropriate personal information about children unless legitimately required for the grievance.

Users are responsible for the content they submit through the App.

4. Prevention of Child Exploitation

We take reasonable measures to prevent the App from being used for child exploitation or abuse.

Where inappropriate or potentially illegal child-related content is identified, appropriate action may include:

  1. Restricting or removing the content where technically and legally appropriate.
  2. Restricting or suspending the relevant user or submission.
  3. Preserving relevant information where required by law.
  4. Reporting suspected illegal activity to appropriate authorities where required.

5. Reporting Child Safety Concerns

Anyone who becomes aware of content or activity involving child sexual abuse, exploitation, grooming, or other serious child-safety concerns related to the App should report it to us immediately.

When submitting a report, users should provide sufficient information to help us understand the concern, such as:

  • Description of the suspected violation
  • Relevant ticket/grievance number, if available
  • Date and approximate time
  • Relevant screenshots or other evidence, where appropriate
  • Any other information that may assist with investigation

Do not intentionally send illegal child sexual abuse material by email or through the grievance system. Provide identifying information or links/details that allow the concern to be investigated instead.

6. Handling of Reports

Reports concerning child safety will be reviewed by authorized personnel.

Depending on the nature and seriousness of the report, appropriate action may include:

  • Reviewing the reported grievance or content.
  • Restricting access to the relevant content.
  • Suspending or restricting an account or user where appropriate.
  • Escalating the matter to authorized officials.
  • Reporting suspected illegal activity to the appropriate law-enforcement or child-protection authorities where required by applicable law.

We will handle reports responsibly and maintain confidentiality to the extent reasonably possible and legally permitted.

7. Cooperation With Authorities

Thanjavur City Municipal Corporation may cooperate with law-enforcement agencies, child-protection authorities, courts, or other competent authorities when required by applicable law.

Where legally required, relevant information may be provided to authorities for the investigation or prevention of child abuse, exploitation, trafficking, or other unlawful activities involving children.

8. Children’s Privacy

The App is primarily designed as a public civic grievance reporting service.

We do not intentionally collect children’s personal information for advertising, profiling, social interaction, or commercial purposes.

Users should avoid submitting unnecessary personal information about children when reporting a civic issue.

If personal information relating to a child is included in a legitimate grievance, it will be handled according to the applicable Privacy Policy and relevant legal requirements.

9. Prohibited Use of the Application

The App must not be used to:

  • Contact or solicit children for sexual purposes.
  • Groom or manipulate children.
  • Share sexual content involving children.
  • Facilitate child trafficking or exploitation.
  • Request inappropriate photographs from children.
  • Arrange meetings with children for exploitative purposes.
  • Distribute or promote CSAM.
  • Engage in any activity that violates child-protection laws.

Any misuse may result in restriction or suspension of access and may be reported to appropriate authorities where required.

10. Child Safety and User Responsibility

All users are expected to use the App responsibly and comply with applicable laws.

Users who encounter suspected child exploitation or abuse should report the concern promptly rather than attempting to investigate or confront the suspected offender themselves.

11. Policy Updates

We may update this Child Safety Policy from time to time to reflect changes in the App, applicable laws, regulations, or our child-safety practices.

The latest version will always be published on this webpage with the applicable effective date.
